City of Pinckneyville City Council met April 28.

ROLL CALL
Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Fire Chief Curtis Miller, and Fire Captain James Gielow. The Pledge of Allegiance was led by Commissioner Hicks.
PREVIOUS MINUTES
Commissioner Peradotta made a motion to approve the minutes of April 14, 2025, Regular Council Meeting. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
TREASURER’S REPORT
Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending March 2025 was $12,045,273.80, up from last year, and unrestricted balance total was $2,565,095.64, about the same as last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ACCOUNTS PAYABLE
Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2025-08 TO ENTER INTO A SWIMMING POOL MANAGEMENT SERVICE AGREEMENT FOR THE MANAGEMENT OF THE CITY POOL WITH JO C. SUMMERS
Commissioner Kuhnert introduced Resolution No. R-2025-08, a resolution to be placed on file authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a Swimming Pool Management Service Agreement for the Management of the City Pool with Jo C. Summers. Commissioner Kuhnert made a motion to place on file Resolution No. R-2025-08, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PERRY COUNTY HEALTH DEPARTMENT REQUESTS TO DISCUSS CITY ADOPTING A TOBACCO/NICOTINE FREE POLICY FOR THE CITY PARK
Amanda Warden of the Perry County Health Department was present to discuss the City adopting a tobacco/nicotine free policy for areas of the City Park, specifically in what will be the Baby Sarah Playground area. Commissioner Hicks stated he didn’t see a need for it. Commissioner Stotlar stated smoke from a wood fire or barbecue is more unhealthy than cigarette smoke in an open area. Commissioner Kuhnert stated he wasn’t against the signs in the Baby Sarah Playground area as it will be fenced in, but not the rest of the park. Mayor Spencer stated he could understand a need for the signs at the Pool, Baby Sarah Playground, and Grandstand. City Attorney Don Bigham said the City would need a resolution to designate the area once the playground is constructed.
TAPS & VINE REQUESTS CAR STOPS IN THE CITY PARKING LOT FOR THE MURAL WALL OF THE BUILDING AND ALSO REQUESTS TO USE THE CITY PARKING BEHIND THEIR BUILDING FOR A FUNDRAISER FOR BABY SARAH PLAYGROUND ON AUGUST 16, 2025
Commissioner Kuhnert stated Taps & Vine has requested car stops in the City parking lot for the mural wall of their building, which was previously damaged from a car going through that part of their building. He stated they are asking for the concrete posts, so he tabled this part of their request until bids could be obtained.
The second part of their request was to use the City parking lot behind their building on August 16, 2025, from 10 a.m. to 3 p.m. for a fundraiser for the Baby Sarah Playground. Commissioner Kuhnert made a motion to approve request to use the City parking lot, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ORDINANCE NO. O-2025-06 APPROVING THE ESTIMATE OF REVENUES FOR THE CITY OF PINCKNEYVILLE FOR FISCAL YEAR ENDING APRIL 30, 2026
Commissioner Stotlar presented Ordinance No. O-2025-06, an ordinance placed on file at the April 14, 2025, approving the estimate of revenues for the City of Pinckneyville, Perry County, Illinois, for fiscal year ending April 30, 2026. Commissioner Stotlar made a motion to approve Ordinance No O-2025-06. Commissioner Peradotta seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ORDINANCE NO. O-2025-07 TO ADOPT THE ANNUAL BUDGET FOR THE CITY OF PINCKNEYVILLE FOR FISCAL YEAR ENDING APRIL 30, 2026
Commissioner Stotlar presented Ordinance No. O-2025-07, an ordinance placed on file at the April 14, 2025, regular council meeting, to adopt the annual budget for the City of Pinckneyville, Perry County, Illinois, for fiscal year ending April 30, 2026. Commissioner Stotlar made a motion to approve Ordinance No O-2025-07. Commissioner Kuhnert seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PUBLIC COMMENT
Laura Loos noted that things are coming together for the Splash Into Summer event planned for May 31, 2025. She stated Bill Kemme of State Farm is sponsoring a sidewalk chalk contest for various age groups with cash prizes and Dairy Queen coupons for all entrants. She asked if the Council Members would consider being contest judges for this event. Mayor Spencer said he would check his schedule. Genevieve Hester encouraged all Council Members to get involved.
Jeff Egbert of the Weekly Press followed up on some previous issues:
• He asked about the town clock repairs. Mayor Spencer said he is waiting on the company who installed the clock to come to Pinckneyville to look at it.
• He asked if a meeting had taken place between the Mayor, Health Department, and Garden High Rise owners. Mayor Spencer stated he had talked to the property management company and is setting a date to meet with the owner hopefully this week or next week. City Attorney Don Bigham said the management company has presented a written proposal to address the issue of keeping the bed bugs from moving from one area to another and stated they may need to quarantine an area and treat it before moving on to the next area.

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:18 p.m. for the discussion of: Section 2 (c) (6) Setting of a price for the sale or lease of property owned by the public body and Section 2 (c) (8) Security procedures, school building safety and security, and use of personnel and equipment to respond to an actual, a threatened, or a reasonably potential danger to the safety of employees, students, staff, the public, or public property. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RETURN TO REGULAR MEETING
Motion by Commissioner Peradotta, seconded by Commissioner Kuhnert to return to the regular meeting at 6:41 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
