City of Waterloo Ordinance Committee met June 2.

Attendance: Chairman Kyle Buettner
Committee Members: Jim Hopkins, Jim Trantham, Jordan Riley, and Gary Most. Attendees: Mayor Stan Darter, Tina Charron, Joel Vogt, Sarah Deutch, Nathan Krebel, Mechelle Childers, and Jerry Sickmeier.
Meeting called to order at 7:04 PM.
Agenda Item 1: Petitions by Citizens on Non-Agenda Items: None
Agenda Item 2: PSEBA Ordinance.
The update to the PSEBA ordinance is mandated by the State of Illinois. This aims to provide a better definition of the term "catastrophic injury." The revision was enacted by the Illinois Supreme Court.
Motion made by Alderman Hopkins and seconded by Alderman Riley to approve updating the PSEBA Ordinance as presented.
Motion passed unanimously.
The amended ordinance will be on the June 02, 2025, City Council agenda for approval.
Agenda Item 3: Grocery Tax Ordinance.
A sample grocery tax ordinance was enclosed in the packet. This ordinance originated from IML with modifications provided by City Attorney Anthony Gilbert. Should the City intend to implement a municipal tax, an ordinance must be enacted by October 01, 2025. Chairman Kyle Buettner believes that adopting this ordinance was in the city's best interest, as consumers are already accustomed to it. There is always the option to reverse it or amend it in the future. Alderman Vogt inquired whether the city could use the COVID/election cycle, when the 1% tax was temporarily waived, to determine the amount of revenue the city received. Alderman Most inquired whether the municipal tax had undergone a judicial review and been confirmed as a legal process. It was noted that many municipalities have already implemented this ordinance, that it has been reviewed by numerous attorneys, and that the State has officially declared that it could be done. Alderman Riley expressed concern about the necessity of implementing the 1% tax. He would prefer to see the City giving back or alleviating some stress for the residents of Waterloo. The ordinance is not on the City Council agenda this evening, allowing additional time for future discussion.
Agenda Item 4: Comments. None.
The motion to adjourn the meeting was made by Alderman Hopkins and a second by Alderman Riley. Motion passed by a unanimous voice vote.
