City of Chester City Council met June 16.

I. CALL TO ORDER
The City Council of Chester, Illinois, met in regular session on Monday, June 16, 2025, in the Municipal Building, 1330 Swanwick Street. Mayor Eggemeyer called the meeting to order at 6:00 p.m.

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Wagner, Maes, Moore, Dudenbostel, Buckham, Berry, Valleroy. Nays: None. Absent: Alderman Bert. Motion carried.
V. APPROVAL OF EXECUTIVE SESSION MINUTES
Alderman Dudenbostel moved to approve minutes of Executive Session held on May 19, 2025. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Wagner, Maes, Moore, Dudenbostel, Buckham, Valleroy. Nays: None. Absent: Alderman Bert. Alderman Berry abstained. Motion carried.

VII. REPORTS
Mayor:
Mayor Eggemeyer reported the annual Chamber of Commerce dinner was held last Friday and congratulated all award recipients.
City Clerk:
The city clerk presented an application for raffle license for the Chester Eagles Aerie #3252. Alderman Dudenbostel moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Wagner, Maes, Moore, Dudenbostel, Buckham, Berry, Valleroy. Nays: None. Absent: Alderman Bert. Motion carried.
VIII. COMMITTEE REPORTS
Cemetery & Finance Committee (Chairman Wagner):
The Cemetery and Finance Committee met this evening at 5:00 p.m. to review city bills, and found them to be in order for payment. Chairman Wagner moved to approve payment of bills, subject to audit. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Moore, Maes, Wagner, Valleroy, Berry, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.

Water Distribution – Insta-Valve:
Superintendent Joe Clark presented a quote from Schulte Supply, Inc. for the installation of a 6-inch valve. This valve must be replaced to complete the new school project at St. John Lutheran School. Alderman Maes moved to approve the proposal from Schulte Supply, Inc. for $6,495.00. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Moore, Berry, Valleroy, Maes, Wagner, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.
Water Distribution – Hydraulic Drive Unit:
Alderman Dudenbostel moved to ratify the purchase of a hydraulic drive unit from Schulte Supply, Inc. for $8,189.78. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Moore, Berry, Valleroy, Maes, Wagner, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.
Proposed Budget/Statement of Income:
Alderman Maes moved to approve the proposed budget and estimated income for Fiscal Year 2026 and amend the Fire Department’s training and travel expense line-item to $4,800.00. Alderman Wagner seconded the motion. UPON ROLL CALL: Ayes: Aldermen Moore, Berry, Valleroy, Maes, Wagner, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.
Appropriation Ordinance Hearing:
Alderman Dudenbostel moved to set the Annual Appropriation Hearing for July 21, 2025, at 5:30 p.m. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Moore, Berry, Valleroy, Maes, Wagner, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.
2025 Motor Fuel Tax – Material Bids:
City Engineer Harold Sheffer advised the formal bidding process for materials allows the city to spend more than $25,000.00 during one calendar year. Alderman Maes moved to award the following bids: Roger’s Redi-Mix, Inc. – Concrete and Illini Asphalt Corporation – Liquid Asphalt. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Moore, Berry, Valleroy, Maes, Wagner, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.
Sewer Plant – Terminal Station Communications:
Alderman Dudenbostel moved to ratify the purchase from R.E. Pedrotti for communication equipment at the Old Sewer Plant for $10,565.00. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Moore, Berry, Valleroy, Maes, Wagner, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.
Auxiliary Firemen:
After an introduction from Fire Chief Bert, Alderman Berry moved to approve Heath Kirby and Zach Eggemeyer as Auxiliary Firemen. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Moore, Berry, Valleroy, Maes, Wagner, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.
XIII. ADJOURNMENT
At 6:16 p.m., Alderman Maes moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Maes, Moore, Berry, Valleroy, Wagner, Buckham, Dudenbostel. Nays: None. Absent: Alderman Bert. Motion carried.
