City of Red Bud Public Health and Safety Committee met June 16.

Here are the minutes provided by the committee:

Committee Members Present: Bill Hanebutt, Kyle Donjon, Curt Guebert, Pat Mueller, Bryce Parsons

Committee Members Absent: None

Council Members Present: Jeremy DeMond, Rodney Nevois, Alan Piel

Council Members Absent: None

Others Present: Mayor Susan Harbaugh, City Attorney Rick Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Admin. Officer Jill Landgraf, City Clerk Joanne Cowell

Committee Chairman Hanebutt called the meeting to order at 6:16 P.M.

New Business

I. Approval of Prior Month’s Meeting Minutes – May 19, 2025

Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Mueller, to approve the minutes from the May 19, 2025, meeting. Carried

II. Departmental Activity Report

The monthly department activity report was included in the packets.

III. Cat Ordinance Examples

Chief Brittingham said that by law, if you feed a stray cat, you become its owner and are responsible for it. Brittingham wants to limit the number of cats allowed in a household.

Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Guebert, authorizing approval for Chief Brittingham to work with the city attorney in writing an ordinance regulating feeding of stray and feral cats/number of cats allowed per household. Carried

IV. City Hall Security

A. CTS Security Cameras

Ryan Welch from Complete Technology Solutions reviewed the security camera proposal for city hall. This included seven cameras. There will be a $200/year charge per camera for cloud storage. Mr. Welch was asked to include parking lot cameras in his proposal. Leave on the agenda for July. The park cameras could be integrated with the city hall system.

B. CTS Door Key Fob Quote

Mr. Welch also explained the smart-key door system proposal. Leave on the agenda for July.

V. Accept Wyatt Dugan’s Resignation from Crossing Guard Position Recommendation made by Committee Chairman Hanebutt, seconded by Committee Member Mueller, to authorize approval of the resignation from Wyatt Dugan as crossing guard position. Carried

VI. Public Comments/Anything for the Good of the City

Dana Eisemann addressed the council requesting approval to hold a yard sale at Ratz Park #1 on July 25-26, 2025. These would be donated items, and the donations would benefit first responders. It will be a free will offering in a security box. She is also requesting the shelter fee be waived. She had a yard sale last year at her home and gave the proceeds to the police department, but it caused parking issues with her neighbors. Eisemann will be responsible for all cleanup and removal. This will be put on the council agenda and be considered only because it is a charitable event.

The meeting was adjourned at 6:43 P.M.
