City of Columbia Plan Commission met Aug. 11.

Here are the minutes provided by the commission:

A. CALL TO ORDER

The Plan Commission meeting of the City of Columbia, Illinois held Monday, July 14, 2025 was called to order by Vice-Chairperson Kutterer-Sanchez at 6:30 P.M.

B. ROLL CALL & ESTABLISH QUORUM

Upon roll call, the following members were:

Present: Commissioners Beth Kutterer-Sanchez, Abby Wiese, Matt Klopmeyer, Dave Hardin, Mike Macik

Absent: Will Trowbridge, Pete Ingold, Tony Murphy

Quorum Present

Administrative Staff Present: John Brancaglione – Land Use & Planning Coordinator, Connie Maness – Assistant Planner

C. APPROVAL OF MINUTES

1. Minutes of the Monday, July 14, 2025 Plan Commission Meeting were

submitted for approval.

MOTION:

It was moved by Secretary Hardin and seconded by Commissioner Wiese to approve the minutes of the Monday, July 14, 2025 Plan Commission Meeting as presented. The roll call vote was as follows: Klopmeyer – yes; KuttererSanchez – yes; Wiese – yes; Hardin – yes; Macik – yes. MOTION CARRIED.

D. PUBLIC INPUT

None.

E. NEW BUSINESS

1. Presentation of the Fifth Addition to Pioneer Ridge Development Agreement.

Mr. Brancaglione presented the agreement to the Commission for their information.

F. PUBLIC HEARINGS 

1. Request for consideration of an Annexation Agreement Regarding the Redevelopment of Property North of Centerville Road, Monroe County parcel ID number 04-15-403-023-000, for the Future Development of Fifth Addition to Pioneer Ridge Subdivision.

Mr. Brancaglione presented the staff report.

The following individuals were present to answer questions for the applicant:

Dennis Kish

Michael Kish

Arlie Traughber

Jim Vogt

The Commission discussed the draft agreement.

MOTION

Motion was made by Commissioner Klopmeyer and seconded by Secretary Hardin that the Plan Commission adopt the findings and analysis of the staff report and recommend that the annexation agreement with R-4 zoning of the subject property be approved. 

The roll call vote was as follows: Klopmeyer – yes; Kutterer-Sanchez – yes; Wiese – yes; Hardin – yes; Macik – yes. MOTION CARRIED 5-0. 

2. Request for consideration of a Zoning Map Amendment to Rezone Six (6) Parcels, Located east of Breidecker Street between East Wood Drive and Centerville Road, from A-1 Agricultural District, R-3 One-Family Dwelling District and R-6 One-Family Dwelling District to R-4 One-Family Dwelling District and R-5 One-Family Dwelling District for the Future Development of Fifth Addition to Pioneer Ridge Subdivision.:

Mr. Brancaglione presented the staff report.

The following individuals were present to answer questions for the applicant:

The Commission discussed the request.

MOTION:

Motion was made by Secretary Hardin and seconded by Commissioner Macik that the Plan Commission adopt the findings and analysis of the staff report and recommend that the requested zoning change be approved. The roll call vote was as follows: Klopmeyer – yes; Kutterer-Sanchez – yes; Wiese – yes; Hardin – yes; Macik – yes. MOTION CARRIED 5-0.

K. ADJOURN 

With no further business, Vice-Chairperson Kutterer-Sanchez entertained a motion to adjourn.

MOTION: 

Motion was made by Commissioner Klopmeyer, and seconded by Commissioner Macik to adjourn the meeting. On a voice vote, all Commissioners present voted yes. MOTION CARRIED. 

The meeting adjourned at 6:50 P.M.
