SPECIAL CITY COUNCIL MEETING MINUTES
The City Council of Red Bud, Randolph County, Illinois met on Monday, August 18, 2025, at 6:34 P.M. at Red Bud City Hall, City Council Chambers.
Members Present: Mayor Susan Harbaugh, Bryce Parsons, Curt Guebert, Patrick Mueller, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon, Alan Piel
Members Absent: None
Others Present: City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Administrative Officer Jill Landgraf, City Clerk Joanne Cowell
I. Call to Order at 6:34 P.M. by Mayor Susan Harbaugh
II. Roll Call by City Clerk Joanne Cowell
III. Approval of No Jack’s Microloan
Motion made by Council Member Nevois, seconded by Council Member Hanebutt, to authorize approval of the microloan to Herby, Inc. d/b/a No Jacks South, in the amount of $50,000, for a term of five years at 4.5% interest (3% above prime). The vote was as follows: Parsons, aye; Guebert, aye; Mueller, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.
IV. Approval of Hiring Water/Sewer Operator Position
Motion made by Council Member Hanebutt, seconded by Committee Member Parsons to approve hiring Joe Ledlow as the Water/Sewer Operator at $41.00 per hour and after a six-month probationary period, pay increase of $1.00/hour and after the Class A water license is obtained increase to the full rate of pay of $43.00 per hour, including any council approved increases, effective with the August 20th pay period. The vote was as follows: Guebert, aye; Mueller, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Parsons, aye. Motion carried.
V. Approval of Friess Façade Grant
Motion made by Council Member Donjon, seconded by Council Member Piel to authorize approval of the Red Bud Façade Grant Request from David Friess Law Firm at 139 South Main Street, in the amount of $2,250. The vote was as follows:
Mueller, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Parsons, aye; Guebert, aye. Motion carried.
VI. Public/Guest Comment
Mayor Harbaugh advised that the America250 city hall subcommittee consisting of herself, Jill Landgraf and Bill Hanebutt met earlier this morning and will be placing an order for bunting now, to take advantage of a discount. This is within the budget and in conjunction with a larger order with the Chamber.
VII. Adjournment
Motion made at 6:36 P.M. by Council Member Hanebutt, seconded by Council Member Mueller, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
