City of Red Bud Recreational Facilities Committee met Aug. 18.

Others Present: Mayor Susan Harbaugh, City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Adm./City Eng. Jeff Mueller, Police Chief John Brittingham, Admin. Officer Jill Landgraf, City Clerk Joanne Cowell

Committee Chairman Donjon called the meeting to order at 6:21 P.M.

New Business

I. Approval of Prior Month’s Meeting Minutes – July 21, 2025

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Nevois to approve the minutes from the July 21, 2025, meeting. Carried

II. Splash Pad End of Season

Code Admin. Mueller stated that the water usage at the splash pad exceeds expectations. Jeff Mueller is recommending leaving the pad open through Labor Day. Superintendent Eckart said that since June 10th, the splash pad has used 1.4 million gallons of water, 21,000 gallons per day average. The flow rate was adjusted down. In the last seven days just under 100,000 gallons have been used. Chairman Donjon suggests leaving it open if the weather makes it usable. If it is not being used, it will not cost anything. It only takes a day or so to winterize. Mayor Harbaugh and Councilman Guebert suggested a closing date of September 30th. There were no objections to keeping the splash pad open through September 30th. Chairman Donjon questioned if the toys would be covered or put away during the winter. Jeff said that Vortex had assured him that this would not be necessary. Committee Member Nevois suggests sealing & caulking the concrete and control joints, to extend its life.

III. Pool Post Season Plan

Superintendent Eckart said that Ehret is scheduled to come to the pool on August 19th to give an estimate for the piping on the deck and in the basement and the drain lines. Eckart will email the estimate to the council. The estimate for concrete work to remove and replace the decking all around the pool, the area drain lines for rusting pipes is $20,000-$25,000. Nevois asked for a cost estimate to move the pump above ground if the pit equipment needs to be replaced. This would make it easier to work on. Eckart will ask for an estimate on both options.

Mayor Harbaugh shared Karla Landgraf’s report that the pool sold 75 passes, hosted 10 pool parties, had a good turnout for water aerobics three times a week and provided private swimming lessons. Karla struggled with the sand and filter issues. She also put together a wish list for next year and listed items needing repair/replacement.
