State Representative David Friess has introduced HB4146, a bill proposing the allocation of $5 million from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity. The funds are intended for Monroe County to support construction, improvements, and repairs to the Stringtown Levee.
The Stringtown Levee has been identified as essential for protecting homes, farmland, and infrastructure in the region. Representative Friess stated, “This is not just about infrastructure, it’s about protecting lives and livelihoods. The Stringtown Levee has been a vital line of defense for our communities for decades, and it’s high time the state steps up to ensure it continues doing so safely and effectively.”
Friess has been working with local officials, the U.S. Army Corps of Engineers, and state agencies to address the levee’s deteriorating condition. While federal funding efforts have slowed, HB4146 is described as a significant state-level measure to secure the necessary resources.
“Our residents in the bottom have waited long enough,” Friess said. “We’ve seen promises made and deadlines missed, but this bill puts real dollars on the table. We cannot afford more delays; the time to act is now.”
Friess encourages community members to contact their state legislators in support of HB4146, emphasizing the importance of advocacy and bipartisan cooperation for passing the bill. If enacted, the legislation would take effect on July 1, 2026, enabling Monroe County to begin construction and repairs.
