City of Waterloo Drainage Committee met Sept. 15.

Here are the minutes provided by the committee:

Attendance: Chairman Jordon Riley

Committee Members: Joel Vogt, Jim Hopkins, Tina Charron, and Gary Most. Attendees: Mayor Stan Darter, J.R. Landeck, Nathan Krebel, Jim Trantham, Sarah Craig, Mechelle Childers, and Tom Gidley.

Meeting called to order at 6:45 PM.

Agenda Item 1: Petitions by Citizens on Non-Agenda Items: None

Agenda Item 2: West Third Street Drainage

A review of the Third Street drainage system was conducted today. All systems inspected were found to be dry, except for the one located on Mr. Gidley’s property, which was still retaining water. Mr. Gidley stated that the last section of pipe, where the contractors broke it at the sidewalk, was installed at an upward angle. As a result, a low spot has formed that prevents proper drainage, even with a weep hole in the elbow. He showed the committee pictures illustrating the issue he was describing. As a proposed solution, Mr. Gidley recommended redirecting the drainage to discharge into the street. Nathan Krebel suggested following the ordinance by cutting the pipe off five feet back from the sidewalk and daylighting it at that point. The water would then be allowed to surface drain. Further discussion of possible solutions to the drainage issue included: installing French drains, directing the drain to the alley, running the drainage parallel to the street behind the curb and in front of the sidewalk, using 45-degree angles instead of 90-degree angles, and installing pop-up drains. It was ultimately determined that a tile probe rod and a camera be utilized to evaluate the bends and potential swales in the drainage system, to identify possible solutions.

The motion to adjourn the meeting was made by Alderman Most and seconded by Alderman Hopkins.

Motion passed by a unanimous voice vote.

The meeting was adjourned at 7:03 PM.
