The City Council of Red Bud, Randolph County, Illinois met on Monday, October 6, 2025, at 6:00 P.M. at the Red Bud City Hall, Council Chambers.

1. Approval for Jill Landgraf to Attend IEDC Basic Economic Development Course in Naperville, IL on October 20-23, 2025, NTE $1,415

Jill Landgraf requested increasing the NTE amount to $1,640, to allow her to drive her personal vehicle to the training, which will allow her to keep a personal commitment.

Motion made by Council Member DeMond, seconded by Council Member Parsons to authorize approval of Jill Landgraf’s request to attend the IEDC Basic Economic Development Course in Naperville, IL, on October 20-23, 2025; travel, meals & lodging NTE $1,640. C. Public Health & Safety Committee - Meeting September 15, 2025 1. Ordinance No 1561 – Schedule F Handicap Parking

Motion made by Council Member Parsons, seconded by Council Member Guebert to authorize approval of ORDINANCE NO. 1561: “AN ORDINANCE CHANGING TITLE XV, CHAPTER 153 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021 PERTAINING TO SCHEDULE “F” PARKING ZONES.” The vote was as follows: Piel, aye; Parsons, aye; Guebert, aye; Mueller, aye; DeMond, aye. 2. E-Citation Reporting

Chief Brittingham said that Circuit Clerk Julie Carnahan shared the information on the e-citation reporting. The only cost to the city would be approximately $6,000 for the printers, bags, and batteries.

Motion made by Council Member Mueller, seconded by Council Member Parsons to authorize approval to work with the Circuit Clerk’s Office to set up the e-citation reporting system for the Police Department (Clerk Note: at an approximate cost of $6,000 to the city.) D. Cultural Committee – Meeting September 15, 2025

Jill Landgraf reported that she has been in contact with a party interested in a RBBP lot. City Engineer Mueller reported that he expects the RBBP construction and final plat to be completed by November 1. This would include a convenance for the RBBP.
