Monroe County Board of County Commissioners Met Nov. 24

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 9:00 a.m. by Chairman Robert Elmore.
The meeting opened with the Pledge of Allegiance.
County Clerk Jonathan McLean called the roll. Chairman Robert Elmore, Commissioner Vicki Koerber, and Commissioner Dennis Knobloch were present.
Chairman Elmore asked for public comments. There no public comments.
Without objection, the Chairman moved the approval of County Bills to the end of the agenda before the closed meeting item.
Motion by Commissioner Knobloch to approve the minutes of the November 2, 2020 Board meeting, November 9, 2020 Special Board meeting, and the November 16, 2020 Board meeting. Second by
Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Koerber made a motion to approve a resolution reappointing Carla Heise as the Monroe County Ambulance Service Director for a term to commence on December 1, 2020 and expire on November 30, 2021 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-111
Commissioner Koerber made a motion to approve a resolution reappointing Dwight Boehm as the Monroe County Animal Control Administrator for a term to commence on December 1, 2020 and expire on November 30, 2021 or until a successor is appointed and has qualified. Commissioner Koerber made a motion to approve a resolution reappointing Sheila Wetzler as Monroe County Supervisor of General Assistance for a term to commence on December 1, 2020 and expire on November 30, 2021 or until a successor is appointed and has qualified. Commissioner Koerber made a motion to approve a resolution reappointing Brian Koontz as the Oak Hill Care Center Administrator for a term to commence on December 1, 2020 and expire on November 30, 2021 or until a successor is appointed and has qualified. Commissioner Koerber made a motion to approve a resolution appointing Leland Mueller to the Maeystown Fire Protection District, replacing George Green who has resigned because he was elected to the Monroe County Board of Commissioners on November 3, 2020, for a term to commence on November 24, 2020 and expire on April 30, 2022 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-118

Commissioner Koerber made a motion to approve a resolution to designate the observed holidays for employees of Monroe County in fiscal year 2021. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-120
Commissioner Knobloch informed the Board that the Valmeyer Fire Protection District expanded their Board from three members to five members. The attorney for the fire protection district asked that the Board appoint two members to fill the newly created seats. The terms for the two new Board members will be determined after they have been appointed. Commissioner Koerber made a motion to appoint Doug Sondag and Laurie Brown to the Valmeyer Fire Protection District for a term to be determined at a later time. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. There was no written resolution at this time. A written resolution will be presented for approval at a future meeting.
Commissioner Knobloch made a motion to approve the annual budget and appropriation for 2020-2021. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #20-4.
Commissioner Knobloch made a motion to approve the levy ordinance for tax year 2020 (payable 2021). Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #20-5.
Commissioner Knobloch made a motion to approve the Mental Health Board levy ordinance for tax year 2020 (payable 2021). Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #20-6.
The following Accounts Payable and Payroll having been approved for payment, Commissioner Koerber moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Motion seconded by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Knobloch made a motion to go in to closed meeting for the purpose of personnel. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20 121.
