Waterloo City Council met May 16.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Darter, Kyle Buettner, Row and Heller. Absent: Trantham

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 05-02-22. Motion made by Alderman Darter and seconded by Alderman Row to approve the City Council Meeting Minutes from 05-02-22 as presented. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner and Hopkins voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The Collection Report is in the packet.

Motion to accept the Collection Report was made by Alderman Notheisen and seconded by Alderman Heller. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

B. Report of Treasurer.

The Treasurer’s Report is in the packet.

Motion to accept the Treasurer’s Report was made by Alderman Kyle Buettner and seconded by Alderman Heller. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Darter voting ‘yea’.

C. Report of Subdivision and Zoning Administrator.

D. Report of Building Inspector / Code Administrator.

E. Report of Director of Public Works. No report.

F. Report of Chief of Police.

∙ Firebird Fest is this weekend and there will be “No Parking” cones setup on Main Street, Third Street and Mill Street.

∙ School Resource Officer Shawn Wiegand received an award from the Waterloo School District for his outstanding work.

∙ Officer Shawn Wiegand also oversees the Police Explorer Program, and the Explorers did a great job at the First Responder Memorial Dedication.

G. Report of City Attorney. No report.

H. Report and Communication by Mayor.

1. Good Neighbor Award Presented to Bill and Norma Reheis.

2. Reappointment of Heather Garcia to the Board of Police Commissioners for a 3-year term to expire on 05-01-25.

Appointment approved unanimously with Notheisen, Matt Buettner, Hopkins, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

Kaskaskia-Cahokia Trail Coalition (KCT) unveiled three new signs.

A. Consideration and Action on Approval of Managerial Raises at Four-Percent (4%) Effective May 1, 2022.

Motion made by Alderman Notheisen and seconded by Alderman Heller on Approval of Managerial Raises at Four-Percent (4%) Effective May 1, 2022. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

B. Consideration and Action on Approval of a Waterloo Beautification Program Application from George Obernagel for Uncle John’s RRR Bar located at 141 S. Main Street.

Motion made by Alderman Matt Buettner and seconded by Alderman Hopkins on Approval of a Waterloo Beautification Program Application from George Obernagel for Uncle John’s RRR Bar located at 141 S. Main Street. Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Darter, Kyle Buettner, Row, Heller and Notheisen voting ‘yea’.

C. Consideration and Action on Request for Waiver of Building Permit Fees and City Inspection Fees from the St. Paul’s Evangelical Burial Park Board of Directors for the Construction of a new Cemetery Shed on their property located in the 300 block of Hamacher Street.

Motion made by Alderman Heller and seconded by Alderman Row to approve the Request for Waiver of Building Permit Fees and City Inspection Fees from the St. Paul’s Evangelical Burial Park Board of Directors for the Construction of a new Cemetery Shed on their property located in the 300 block of Hamacher Street. D. Consideration and Action on Approval of the Remlok Phase 4 Improvement Plans and Signing of the IEPA Permits.

Motion made by Alderman Notheisen and seconded by Alderman Matt Buettner on Approval of the Remlok Phase 4 Improvement Plans and Signing of the IEPA Permits. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

E. Consideration and Action on a Special Event Permit Application from the Vintage Wine Bar for their Annual Back Alley Bluegrass Festival to be held on June 3-5, 2022, to include closure of the back alley and part of the alley adjacent to the First National Bank Parking Lot as shown on the attached request.

Motion made by Alderman Row and seconded by Alderman Heller on approving the Purchase of Replacement Parts for Solar Turbine #13 in the amount of $74,271.44. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Darter and Kyle Buettner voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Hopkins mentioned it was great to have the Explorers at the First Responder Memorial Dedication, and wanted to thank everyone involved with the dedication.

Mayor Smith reminded everyone that the Firebird Fest is this weekend and the Memorial Day Ceremony will be at 11 a.m. on May 30, 2022 at the Courthouse.

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with a unanimous voice vote. Mayor Smith adjourned the meeting at 7:46 p.m.
